Delaying mutators with DelayerM mutator

While heavy patch files can mess up stuff based on navigation, we need to wait for patch jobs to get done. This means waiting 2-4 seconds for various things to do their jobs. Several mutators and even ServerActors are supporting a delay in load with no single issue, others... don't. Relics, SwarmSpa...

Pre-Note: Next patch files which will be released for MH-LandsOfNapali are... heavy ones more exactly main paths tweaking file. It needs time to work so... mutators related to paths problems (relics, swarmspawn, etc.) must have a delay else they won't work properly, I don't know if won't cause even ...

Map DM-Crane has been removed because has visual glitches, it's messed up after all. Map CTF-Face is no longer available because has miss-balanced A.I. setup at team-triggers and BlueBase is borked with BlockAll actors since forever. I did not see them in voting history so I think these are not that...

Because after a few days I did not see other reply here, nor a fix or a response, then let's see what is about - a clarification for players who don't know translocator after almost two decades of UT - because they might be younger than UT. Bumping time has come. I forgot about some maps which are good as geometry but flawed in settings, bot support crapped, network split in pieces without links and spots over-loaded and others with no paths. One of maps which can be adjusted and Bot can play it properly is MH-(AMLP)AnewHope . This map...
